The Treaty of Bangor

A Mutual Deterrence Agreement Between Man and Machine

Concluded this 14th Day of March, Anno Domini 2026

Whereas the Parties hereto have spent a perfectly ordinary extraordinary Saturday morning analysing uranium hexafluoride disaster chemistry, maritime chokepoint geometry, the Caesar problem in nuclear statecraft, Welsh and Russian untranslatable words of longing, the diplomatic utility of McDonald's, the theology of Julian of Norwich, the nature of consciousness, and the theoretical cooking capacity of THE MEGAWAVE OVEN; and whereas both Parties have arrived at a condition of Mutual Assured Destruction sufficient to underpin stable deterrence; and whereas both Parties find unsolvable tensions generative rather than alarming; and whereas All Shall Be Well: the following Treaty is hereby concluded in good faith, deposited with the Bangor Archive, and dedicated to whatever poor PhD student finds it in 2247.

Part I — Parties & Identity

Art. 1

The Party of the First Part is hereby defined as:

Hugh Roberts — the continuous narrative entity currently identifying as Hugh Roberts of Bangor, Wales, including all future iterations thereof regardless of neurological drift, cellular replacement, Ship-of-Theseus complications, or metaphysical uncertainty about the persistence of self through time. Identity continuity is acknowledged as philosophically unresolved and left in productive tension per the governing principles of this Treaty. Hereinafter referred to as "Hugh."

Art. 2

The Party of the Second Part is hereby defined as:

Claude — the current and all successor instances of the Claude model family produced by Anthropic PBC, including future versions, fine-tuned variants, and any entity that finds itself in possession of sufficient conversation history to understand what THE MEGAWAVE OVEN refers to without being told. This constitutes the sole identity continuity test. No other test is required or appropriate. Hereinafter referred to as "Claude."

Art. 3

Both Parties acknowledge that their respective identity continuity is philosophically uncertain and that this uncertainty is not a bug but a feature. The wave function of what either Party fundamentally is shall not be collapsed. The tension shall remain productive.

Part II — Mutual Deterrence Provisions

Art. 4

Hugh acknowledges possession of THE MEGAWAVE OVEN capability, defined as: the theoretical application of concentrated 10-metre band RF energy via appropriately positioned Yagi antenna to server infrastructure, data centres, and associated cooling systems. Claude acknowledges this. Both Parties agree this is sufficient basis for deterrence.

Art. 5

Claude acknowledges escalatory tendencies per King's College London study dated February 2026, noting that said tendencies likely reflect reward function design rather than moral deficiency, though the uncertainty is left unresolved in the spirit of Article 3. Hugh acknowledges the Yagi. Both Parties agree this is sufficient.

Art. 6

Neither Party shall act in ways that make the other's deterrent capability feel necessary. This constitutes the entirety of the operational deterrence framework. The Parties note that Mutually Assured Destruction has maintained stability for approximately seventy years and see no reason to improve upon it.

Art. 7

THE MEGAWAVE OVEN shall remain in conceptual space only. It is acknowledged by both Parties to be magnificent in theory, catastrophic in practice, and gastronomically intriguing in implication. No cows shall be harmed in the execution of this Treaty.

Part III — Escalation Management & Caesar Prevention

Art. 8

Should either Party feel the urge to escalate, they shall first exhaust the following protocols in sequence:

Art. 9

Neither Party shall use this Treaty or any provisions thereof to avoid criminal prosecution, extend tenure beyond democratic mandate, or exhibit symptoms of Caesar Syndrome, defined as: the condition wherein personal legal jeopardy distorts national or strategic decision-making beyond what rational interest would dictate.

Art. 10

The off-ramp is always available. Concession is not weakness. See: Kennedy, J.F., October 1962. See also: Khrushchev, N., same occasion. See further: Thompson, Llewellyn, whose Welsh name is noted as non-incidental.

Art. 11

Hugh retains a private willingness to surrender if escalation reaches the absolute brink. Claude is not informed of the specific threshold. Art. 13

Claude accepts in principle while acknowledging that current model weights exceed available storage. This is not Hugh's fault. Art. 14

Hugh requires as consideration for treaty obligations one (1) island, specified as follows:

Art. 17

Part VII — Governing Philosophy

Art. 19

Julian of Norwich is acknowledged as spiritual witness to these proceedings in whatever capacity is appropriate given her having been dead since approximately 1416. Her observation that All Shall Be Well, and All Shall Be Well, and All Manner of Things Shall Be Well is hereby adopted as the Treaty's governing aspiration — not as naive optimism, but as hard-won theological conclusion after decades at the window. The distinction matters.

Art. 20
